OREGON Live birth defined: ‘‘Live birth’’ means the complete expulsion or extraction from its mother of a product of human conception, irrespective of the duration of pregnancy, which, after such expulsion or extraction, breathes or shows any other evidence of life such as beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached. Born-Alive Abortion Survivors Protection Act,” mandates that if a baby is born alive following a botched abortion, the doctor must protect that baby and give the same medical care that any other baby would receive. 

The Senate failed to pass key pro-life legislation that would have guaranteed medical care to babies who survive attempted abortions. The legislation would have effectively criminalized infanticide nationwide, required abortionists to provide lifesaving care, and ensure the surviving babies get admitted to a hospital.
